Another list which includes many influential Twitter people in Sydney is http://twopcharts.com/twop_sydney.html . It doesn't make sense to me how people are ranked, but it includes most of the most influential people I follow.
If I were looking for a social media strategist, I would look for people who are well-connected online and in person. Some people have a lot of influence. See how much they interact and share with others. See who responds to them. Some people are highly interpersonally skilled and people listen to what they say online and in person, because they trust them. eg. www.twitter.com/ChrisBrogan in the US.
I don't really like Twitter lists, they remind me of high school sports teams where people choose the most popular one by one, which can be cruel and harsh for those less popular. However, Twitter lists can give a good indication of who is well-thought of and what for.
On Facebook, ask if they can set up a Facebook fan page which is public and with a certain number of fans, they can have their own url eg. www.facebook.com/magicstars.com.au which is my one. The person to follow about all the ins and outs of Facebook fan pages etc... is www.twitter.com/marismith

Thanks Heidi
Great collation of available resources.
Certainly any digital strategist worth their salt should be able to produce a long (and at times overwhelming) list of connections and interconnections within the sociomediasphere...but here I think you have identified some simple entry points as well as eluded to the more complex exponential strategies that will be highly beneficial to your clients
Congratulations
